Why does that mean it has to be manmade? That was, it would make sense that Ando, with an artificial ability, could only augment other artificial ones. We know that's not true. Same with the multis.

The person would just never realise they'd manifested. There might be abilities like that in the show. In the same way as a multi would never realise they'd manifested until they met another EH

because fire is not manmade, and has existed since time, so someone would be able to control it as it is natural
